Media Release: Disability reforms must leave no one behind

Published on August 20, 2025

The ACT Disability Directed Advocacy Caucus has responded to Federal Health and NDIS Minister Mark Butler’s announcement of major disability policy reforms, including the new Thriving Kids program for children aged 0-9 with developmental delay or autism.

While welcoming increased support for children with disabilities, the Caucus raises significant concerns about implementation risks, funding adequacy, workforce capacity, and the need for tailored rather than “one-size-fits-all” approaches. The advocacy groups stress that any reforms must not exclude people from the NDIS without alternative supports being available, and call for a moratorium on NDIS plan cuts during the transition period.

The Caucus emphasises the importance of developing foundational supports beyond early childhood and ensuring disability reform leaves no one without adequate support, while working collaboratively with Federal and ACT Governments to protect and strengthen the NDIS system.
